1、 Background of Factory Inspection in Indonesia
1.1 What is Indonesian factory inspection
Indonesian factory inspection is a comprehensive compliance audit conducted by third-party audit agencies such as SGS, BV, Intertek, as well as European, American, and global purchasers. It combines Indonesian labor, safety supervision, environmental protection, national standards and regulations, and international supply chain guidelines to conduct full compliance audits on local textile, electronics, automotive parts, food, furniture, and plastic factories in Indonesia. Indonesia is the country with the largest Muslim population in the world and the largest population in Southeast Asia. It has a large workforce in the manufacturing industry and a strong awareness of local labor rights protection. Coupled with the mandatory labor rules during Ramadan, compliance with Islamic religion, SNI national mandatory product certification, BPOM food and drug supervision and control, and management of a large number of migrant workers, Indonesia faces five unique audit difficulties, which greatly differ from factory inspections in other Southeast Asian countries.
Indonesia is currently the fastest-growing manufacturing country in Southeast Asia, specializing in exports of ready to wear clothing, electronic assembly, new energy, and home furnishings, with a high proportion of European and American brands, Australian and Middle Eastern buyers. Compared to the four countries of Malaysia, Thailand, Vietnam, and Cambodia, Indonesia's factory inspection during Ramadan does not allow the red line of employment to be crossed, with strict requirements for religious cuisine/worship, mandatory access by the government SNI, strict prohibition of attendance and wage fraud, and a high rate of labor complaints and government intervention. Once there is a violation of labor regulations, not only will the factory inspection fail, but it will also trigger an official inspection by the local labor department.
1.2 Two core audit criteria for factory inspection in Indonesia
Indonesian official mandatory regulations (veto bottom line): Indonesian Labor Law UU.13/2003, Occupational Safety and Health Law, Environmental Control Law, Fire Regulations, National SNI mandatory product standards, BPOM food and drug regulatory regulations; Strictly adhere to the Muslim Ramadan schedule, daily worship, fasting, and religious holiday requirements throughout the entire process, and all official documents must be bilingual in Indonesian and English.
International common supply chain standards: SMETA (SEDEX), BSCI, RBA electronic industry factory inspection, C-TPAT anti-terrorism factory inspection, major brand customer audits; The ready to wear industry is adapted to better work labor audits, and industrial products are required to undergo SNI national standard audits. Food factories must also undergo BPOM drug regulatory compliance audits.
2、 Indonesia factory inspection complete verification project (six core modules+Indonesia's unique hard red line)
It is strictly prohibited to copy the factory inspection templates of other Southeast Asian countries. Indonesia has unique key red lines: reducing working hours during Ramadan+prohibiting high-intensity overtime, ensuring daily Muslim worship time, implementing halal control throughout the factory area without pork or alcohol, mandatory SNI product certification, direct intervention of labor complaints by the government, zero tolerance for falsified attendance data. The following are the mandatory verification contents for full coverage:
Module 1: Verification of Legal Qualification Documents (the first verification item upon entry, mandatory requirement for bilingual documents)
Enterprise Business License, NPWP Tax Registration Certificate, Import and Export Business Filing Permit
Indonesian safety supervision department occupational safety record certificate, special equipment annual inspection report, and certificate of employment for special operation personnel
Certificate of Acceptance from the General Fire Department, Annual Fire Inspection Report, and Safety Structure Inspection Documents for Factory Buildings
Environmental Impact Assessment Approval Document, Pollutant Discharge Permit, Quarterly Official Third Party Monitoring Report on Wastewater, Waste Gas, and Solid Waste
Full set of compliance documents for foreign workers: legal work visa, labor bureau filing receipt, entry medical examination report, strict investigation of unlicensed black workers
SNI product certification certificate, product label filing materials (essential for industrial products); BPOM Food Hygiene License (Essential for Food and Daily Chemicals)
Previous factory inspection reports, closed-loop data on non conformance rectification, and archived records of labor dispute resolution over the years
Module 2: Labor and Human Rights Compliance Verification (Indonesia has the highest deduction and strictest regulation)
2.1 Basic Employment Red Line Requirements
Control of child labor and underage workers: The legal minimum age for entry is 15 years old, and there is zero tolerance for child labor; Underage workers aged 15-18 are strictly prohibited from night shifts, chemical work, stamping work, and high-risk high-altitude positions. Overtime work is not allowed throughout the year and must be recorded separately in the labor bureau.
Labor contract management: Within 15 days of employment, employees shall sign bilingual labor contracts in Indonesian and English, specifying salary, working hours, holidays, and worship rights; It is strictly prohibited to withhold employees' passports and ID cards, and to collect entry deposits, uniforms, and training fees.
Religion and Anti Discrimination (Indonesia's First Red Line): Pork, alcoholic ingredients and materials are prohibited throughout the factory area; Set aside fixed daily worship time for Muslim employees; Prohibit discrimination against religious beliefs, regions, genders, and foreign workers; It is strictly prohibited to force employees to work overtime or arrange heavy physical work during Ramadan.
2.2 Compliance Standards for Working Hours (including Special Working Hours Rules for Ramadan)
Daily standard working hours: The normal working hours per week are 48 hours, the maximum overtime limit per week is 14 hours, and the total weekly working hours shall not exceed 62 hours
Daily regular overtime should not exceed 3 hours, and it is strictly prohibited to work overnight or night shifts continuously
Mandatory arrangement of one full rest day every 7 days, no cancellation of rest day scheduling allowed
Ramadan specific mandatory requirement (annual check): During the day of Ramadan, the overall working hours are shortened, and any overtime is prohibited during the day; Only a small amount of voluntary overtime is allowed at night, and all employees must sign and confirm in writing. High intensity positions during the day must be rotated for rest
All overtime must be completely voluntary, and workshop managers are prohibited from pressuring or forcing overtime. The overtime ledger can be traced throughout the entire process
2.3 Compliance requirements for salary and benefits
Implement the minimum wage standards for each province and district in Indonesia, with higher salary standards in core industrial areas such as Jakarta and Bandung. Review and verify the wage standards by district
Unified standard for overtime pay: 1.5 times for working days, 2 times for weekends and rest days, and 3 times for national statutory religious holidays
Salary will be paid by bank transfer on a fixed date every month. Large cash payments are prohibited, and salary slips, bank statements, and original attendance records for 12 consecutive months will be retained
All employees are required to pay local social security and labor insurance in Indonesia, and are entitled to annual leave, sick leave, maternity leave, and religious exclusive leave in accordance with the law
Comprehensive Halal Control in Cafeteria: No pork or alcohol is allowed throughout the entire process. Kitchenware and tableware are exclusive to the entire factory area, and non Halal utensils are not allowed to be mixed
2.4 Union and Employee Complaint Mechanism
Indonesian law supports employees' freedom to form unions, and factories are not allowed to interfere with union elections or suppress union representatives; An Indonesian bilingual anonymous complaint box and hotline must be established, and complaint work orders must be processed in a closed loop within 7 days. Employee complaints can be directly synchronized with the local labor bureau, and the official will intervene for verification. The factory cannot retaliate against complaining employees without authorization.
Module 3: Occupational Health and Safety&Fire Protection Verification (Key Assault Section of Indonesian Safety Supervision)
3.1 Occupational Health and Safety in the Workshop
High risk equipment such as stamping, injection molding, cutting, etc. are fully covered with safety protection barriers and emergency stop switches. LOTO lock and tag system is mandatory for equipment maintenance
Annual occupational health examinations are conducted for all employees in positions with noise, dust, chemicals, and high temperatures. Masks, earplugs, protective shoes, and other personal protective equipment are provided as needed, and a complete signed ledger is kept for receipt
Electricians, welders, high-altitude workers, and special equipment operators must hold certificates to work, and those who work without certificates will be directly judged as serious non conformities
A standardized first aid station is set up in the factory area, equipped with certified full-time first aid personnel and compliant first aid drugs. All work-related accidents are registered one-on-one, traced and rectified, and the safety supervision department conducts irregular spot checks on the work-related injury ledger.
3.2 Special verification of fire protection site
The two-way emergency passages in the workshop, warehouse, and dormitory are fully unobstructed, and it is strictly prohibited to lock or stack materials to block the passages. Emergency lighting and escape signs are powered on 24 hours a day
Fire extinguishers and hydrants undergo monthly inspections and annual third-party verifications, with pressure values meeting standards and unobstructed placement
Conduct a factory wide fire emergency drill every six months, and keep a complete attendance sheet, on-site footage, and drill review report
Strictly prohibit the production, storage, and accommodation of integrated factories, and employee dormitories must be independent buildings with completely isolated fire zones.
3.3 Full process control of hazardous chemicals
All hazardous chemicals such as ink, cleaning agents, coatings, and additives are equipped with bilingual MSDS safety instructions in Indonesian and English
Storage of hazardous chemicals in an independent ventilated and explosion-proof warehouse, equipped with leak proof trays, and implementing a system of two person receiving and two person storage
Industrial hazardous waste must be handed over to the official certification agency of the Indonesian Ministry of Environmental Protection for recycling and disposal, with complete retention of five copies of the recycling documents. It is strictly prohibited to dispose of, transport, or bury hazardous waste without authorization.
Module 4: Environmental Compliance Verification (Indonesia Environmental Protection Normalization Assault Inspection)
Wastewater: Production wastewater must be equipped with integrated sewage treatment equipment, and COD and BOD indicators must be met before discharge. Daily equipment operation parameter records cannot be left blank, and illegal activities of direct discharge from rivers must be strictly investigated
Waste gas: Waste gas from welding, spraying, injection molding, and printing processes must be collected and purified to prevent unorganized waste gas from drifting and comply with Indonesia's national atmospheric emission standards
Solid waste: household waste, general industrial scraps, and hazardous waste are stored separately in three categories, with traceable records throughout the entire process of entry and exit
Cooperate with the purchaser's ESG low-carbon audit, improve the statistics of water and electricity consumption in the factory area, and update the energy-saving renovation ledger to meet the requirements of global supply chain carbon footprint verification.
Module 5: Production Quality System+SNI National Standard Special Verification
Basic Quality System: Equipped with a complete set of ISO9001 quality documents and standard operating procedures (SOP) in Indonesian for the entire process
Full chain quality inspection: incoming IQC inspection, production line IPQC regular inspection, finished product OQC factory full inspection, and clear identification of defective product zoning and isolation
Instrument calibration: Measuring equipment such as calipers, testers, and gauges are calibrated by third parties on schedule and calibration certificates are retained
SNI exclusive mandatory audit: Products in the mandatory catalog must hold a valid SNI certificate, and the physical product, production process, factory standards, and certification filing must be completely consistent. It is prohibited for the certificate to be inconsistent with on-site production
Additional BPOM audit for food and daily chemical products: dust-free zones in the workshop, dedicated tools and equipment, complete elimination of halal prohibited pollutants, and full traceability of raw material batches.
Module 6: Counter terrorism Security&Business Ethics Verification
6.1 C-TPAT Supply Chain Counter Terrorism Verification
The factory area is fully enclosed and protected by walls, with high-definition surveillance covering the entire factory. The surveillance footage must be saved for at least 90 days and cannot be automatically covered
Strict separation of personnel and vehicles for employees, visitors, and freight vehicles, as well as inspection and real name registration for external personnel and trucks
The entire process of container loading is supervised by a dedicated person on site, and high safety standard seals are uniformly used. The seal numbers and loading and unloading records can be traced throughout the entire process.
6.2 Business Ethics and Anti Fraud Requirements
Indonesian auditors have zero tolerance for data falsification. If they find that attendance, salary, fire safety, and environmental records are falsified, they will directly fail the on-site audit and be permanently included in the regional supply chain blacklist
Establish a formal anti bribery and anti-corruption management system, strictly prohibiting gift giving and bribery to auditors, brand procurement, and local Indonesian public officials
All upstream and downstream suppliers sign a clean cooperation agreement, which is fully archived and retained for future reference.
3、 Complete audit process for factory inspection in Indonesia (1-2 days, can be coordinated with government surprise inspections)
First meeting: The audit team will present the audit standards, with a focus on the four core audit rules of Ramadan employment, religious rights, SNI certificate, and labor complaints
Comprehensive document review: Verify the complete set of attendance, salary, social security, fire safety, environmental impact assessment, foreign labor certificates, SNI certificates, and labor management communication records for the past 12 months
On site inspection of the entire factory: focus on inspecting workshop safety protection, canteen halal control, worship areas, fire exits, hazardous waste warehouses, sewage treatment stations, and product SNI labels
One on one anonymous interview with employees (high-risk stage): Randomly select 20% of frontline employees, including local Muslim employees and migrant workers, for individual interviews, with management personnel avoiding the entire process; Indonesian employees have a strong awareness of safeguarding their rights, and oral content takes precedence over all written materials
Final meeting: Publicize all non conformities, classify them as serious/major/minor issues, and clarify the deadline for rectification; The red line issue is directly synchronized with the Indonesian Labor Bureau, Environmental Protection and Safety Supervision Department.
4、 Classification Standards for Indonesian Factory Inspection and Audit Results
Passed smoothly (no/minor non-compliance): No major or major issues, no need for re examination, report valid for 12 months
Conditional approval (mainly non compliant): Submit complete rectification evidence within 30 days, complete online document review loop is sufficient, no on-site review is required
Failure to pass the review (serious red line mismatch): Violating overtime during Ramadan, depriving employees of worship time, falsifying attendance and wages, unlicensed foreign workers, invalid SNI certificates, direct sewage discharge, major fire hazards, direct judgment failure, 3-6 months of prohibition from reapplying for review, and serious cases will be filed and inspected by government departments simultaneously.
5、 Deduction Points for High Frequency Failure in Indonesian Factory Inspections
Violation of overtime arrangements during Ramadan and failure to reserve daily worship time for employees (the highest frequency of serious non-compliance)
There are prohibited halal items related to pork and alcohol in the cafeteria or materials of the entire factory
Overtime hours exceeding the standard on weekdays, mandatory shift work on rest days
Products in the mandatory catalog do not have valid SNI certification, and on-site production does not match the certificate
The visa for foreign workers has expired and there are no formal procedures for filing with the labor bureau
The employee complaint channel is virtually non-existent, with no complete closed-loop record of complaint handling
Falsification of attendance and salary data, illogical and directly rejected with one vote.
VI. Summary
The three major challenges in the core control of factory inspection in Indonesia are: exclusive employment during Ramadan and the untouchability of Muslim religious rights, mandatory product access certification by SNI, high rate of spontaneous labor complaints, and direct government intervention. The difficulty level of the whole experience factory is higher than that of Malaysia, Thailand, Vietnam, and is in the same tier as Cambodia. When conducting factory inspections in Indonesia, it is important to remember not to blindly follow the overtime scheduling patterns of other Southeast Asian countries. It is necessary to adapt to the Ramadan schedule in advance and implement halal management throughout the region to ensure that the SNI certificate of the product is consistent on site, all personnel attendance information is genuine and free of fraud, and employee complaint channels are unobstructed. This will allow for smooth approval and long-term acceptance of high-quality foreign trade orders from Europe, America, the Middle East, and Australia.
