ISO50001 Energy Management System Service Content

The latest version of the energy management system standard ISO50001:2018 was released on August 21, 2018. The National Energy Foundation and Management Standardization Technical Committee (SAC/TC 20) has determined to revise GBT 23331 using the equivalent international standard ISO50001:2018.

The goal of this standard is to enable organizations to establish systems and processes necessary for sustained improvement in energy performance, including energy efficiency, energy use, and energy consumption, providing systematic, data-driven, and fact based process requirements. Energy Performance Indicators (EnPIs) and Energy Benchmarks (EnBs), two interrelated elements introduced in ISO 50001, enable organizations to demonstrate their energy performance. Successful implementation of EnMS requires cultural change within the organization and commitment at all functional levels, particularly at the top management. ISO 50001 stipulates that organizations should identify external and internal issues, understand the needs and expectations of stakeholders, and identify risks and opportunities to achieve the expected results of their EnMS and improve their energy performance.

The requirements of the new version of ISO 50001 standard are consistent with other ISO management system standards, including a unified high-level structure, the same core text, common terminology and definitions, to ensure high compatibility with other management system standards, including ISO 9001:2015, ISO 14001:2015, and ISO 45001:2018.

The conversion period for ISO50001:2018 is 3 years after the standard is published. After the conversion period expires, the certification certificate based on the ISO50001:2011 version standard will be invalidated or revoked. Certified enterprises need to complete the conversion audit and obtain the ISO50001:2018 version certificate before August 20, 2021.

Scope of Business for ISO50001 Energy Management System Certification

Based on the commonality of energy consumption equipment, facilities, and system energy consumption characteristics of the organization implementing the energy management system, the certification of the energy management system is divided into 15 business scopes according to two aspects: energy supply and energy demand:

1. There are 5 business scopes for energy supply, including coal; Oil and gas; Electricity; Heat; Other (geothermal, distributed energy, waste heat, etc.)

2. There are a total of 9 business areas for energy demand, including steel; Nonferrous metals; Chemical industry; building material; spin; papermaking; Mechanical manufacturing; Transportation; Public institutions and services, etc.

Certification conditions for ISO50001 energy management system

1. Obtain the legal person qualification or its components registered with the national administration for industry and commerce or relevant institutions;

2. Established an energy management system in accordance with the GB/T 23331 "Energy Management System Requirements" standard and the corresponding "Energy Management System Industry Certification Requirements", and has been operating normally for at least 6 months;

3. Obtain the administrative license documents required by relevant laws and regulations (when applicable);

4. Information on compliance with energy management requirements of relevant regulatory authorities by the organization (where applicable);

5. The organization promises to promptly report any major energy related accidents that occur after obtaining certification to the certification body.

ISO50001 Energy Management System Certification Process

1、 Version conversion certification

Existing certified customers can choose any of the following options to complete the version transfer certification:

1. When re certifying (normal re certification or early re certification), the version will be converted.

2. Transfer during supervision and review.

3. During the validity period of the existing certificate, it shall be separately converted as a "scope change" (i.e. not implemented during re certification or supervisory review).

2、 First certification

Step 1- Provide customized proposals based on the size and type of business of the organization.

Step 2- Pre review: "Pre review" services for preparation and weak links are optional.

Step 3- First stage of formal review: Preparation assessment: Evaluate the system documents and other key elements and provide an audit report, reporting any non conformities. The first stage is divided into two parts: on-site audit and off-site audit.

Step 4- Second stage of formal review: On site audit, including interviews with staff, inspection of document records, and on-site inspection of the work site, preparation of audit reports, and handling of non conformities. After successfully passing the review, the certificate will be issued.

Step 5- Supervision and Audit: Conduct supervision visits every six months or one year to assess the implementation of corrective measures proposed in the system and the previous audit.

Step 6- After the certificate has been issued for 3 years, carry out a re certification audit.
